Pacific Islands Brownfields Response Team

The Pacific Islands Brownfields Response Team (PIBRT) was created to establish regional support for the development and enhancement of Response Programs under Section 128(a) of the Comprehensive Environmental Response Compensation and Liability Act (CERCLA). The PIBRT represents a collaboration between American Samoa EPA, Guam EPA, CNMI DEQ, and the Hawaii Department of Health. Team members seek to enhance their respective Response Programs through cooperation, coordination, and leveraging of resources. PIBRT also hopes to bring greater recognition and attention to the unique challenges and accomplishments of Response Programs the Pacific Islands.

The PIBRT joined representatives from Puerto Rico and the Virgin Islands to hold a round-table panel discussion at the National Brownfields Conference to discuss Response Programs in the island territories. The discussion addressed the challenges of implementing assessment and remediation projects in remote locations, identifying and accessing technical resources for environmental work, educating local communities on the importance of remediation and redevelopment of contaminated properties, and accommodating the different kinds of land status, liability concerns, and property ownership rights found in island territories. The conference was held in Detroit and was attended by environmental consultants, state representatives, and private developers from around the country.
